• Biography: 154 "Both of his parents were from Massachusetts. His father, Joshua Ballard, was one of the early settlers of the town of Homer, and during the active years of his life he was one of the leading citizens of the County. In 1810 he was appointed Sheriff. In 1816 he represented the County in the Legislature. He was one of the founders of the Academy in Homer, and in 1819 became Clerk of the County. In early life he united with the Presbyterian Church, and after a life distinguished for activity, intelligence, and integrity in agriculture and mercantile pursuits he passed away, at the ripe age of eight-one.
His son, the subject of this sketch, was born in the town of Homer, and received his education at the Pompey and Cortland Academies. He pursued his legal studies with Judge Stephens, and a portion of the time with Judge Jewitt, in Skaneateles. In 1831 he was admitted to practice as Attorney and Counselor of the Supreme Court, and a Solicitor and Counselor in Chancery. For a number of years he was a law partner with Judge Stephens.
In 1841 he was appointed District Attorney for Cortland County, and held the office several terms. He was a delegate to the National Convention that nominated James K. Polk. In 1848 he was the candidate of the "Barn-Burners" for member of Congress, but, owing to the division in the Democratic party, was not elected. In 1856 he was a delegate to the National Convention that nominated James Buchanan. In 1859 he was nominated by the Democratic Convention of the Sixth Judicial District for the office of Supreme Court Judge, but the Whigs controlled that district by heavy majorities.
In April, 1861, when the news was flashed along the wires of the slaughter of some of the soldiers of the Sixth Massachusetts, in the streets of Baltimore, an enthusiastic meeting of citizens of Cortland was immediately held in the courthouse, and Mr. Ballard was called to preside. From that hour onward he laid aside his party affiliations, and united with the "Union" organization.
In September, 1861, he was spontaneously nominated for Secretary of State by the Union Convention held at Syracuse, and was elected by a majority of one hundred and seven thousand seven hundred and twelve. This nomination came to him entirely unexpected and unsolicited. In the fall of 1866 he was elected by the Republican party Member of Assembly. At that session of the Legislature he was a member of the Judiciary Committee, and also of the "Sub-Committee of Nine." In April, 1867, he was chosen to represent the County in the Convention to amend the Constitution, which commenced its session in June, 1867, and continued into February of the following year. In that convention he was on the committee to report the best mode of proceeding to revise the Constitution. He was also Chairman of the Committee on Corporations.
One of his sons served as Lieutenant in the army of the Union until the summer of 1864, and, while stationed on the St. John's River, in Florida, contracted the disease of the climate which ended his life.
His eldest daughter is the wife of Hon. William H. Robertson, now a member of the State Senate from West Chester. His second daughter is the wife of James H. Kellogg, of Toledo, who is employed in the office of the Lake Shore Railroad Company. His only surviving son is engaged in the Insurance Department at Albany. In former years, Mr. Ballard was President of the Board of Trustees of Cortlandville Academy, and he is now a member of the "Local Board" of the State Normal School, located in Cortland. And it was mainly owing to his exertions that Cortland succeeded in securing the gift of that noble school, the pride and glory of the County. Truly did Mr. Ballard say, in an address delivered by him on the occasion of the laying of the corner-stone of the Normal School building, "While these walls may yield to 'Time's effacing fingers,' your munificent gift to the State will live in grateful remembrance to the latest posterity."
Mr. Ballard has always resided in Cortland County, and is very familiar with the history of the lived of its prominent men. He is still engaged in his favorite profession, and mainly in cases pending in the General Terms and in the Court of Appeals.
Mr. Ballard has discharged the duties of the various offices he has been chosen to fill with honor to himself and entire satisfaction to his constituency. The whole family-husband, wife, and children-are members of the Presbyterian Church."
